He may be referring to Spearman's Law of Diminishing Returns: the g factor explains a bit more variance across mental tests at low IQ than at high IQ.
Do we know if this is a limitation of the experiment? Seems to me that testing and explaining high IQ variances (where I would assume that factor complexity is higher) would be much more difficult than vice-versa.
