That code of conduct is flagrantly unconstitutional, as are many campus speech codes.
Schumann v. Dianon and Perez-Dickson v. City of Bridgeport. Both prime SCOTUS cases where private employees (again, ones that are everyone but state, federal and local governmental employees) have a no right to protected workplace or out of workplace free speech.
The University is still a private employer, as a professor, she is the University's Employee, not an employee of the State of California or of The United States Government. The Constitution's right to free speech only applies when the government is trying to restrict it.
