The "legitness" of it isn't the problem as much as the fact that implicit bias doesn't predict future behavior or attitudes. A subconscious bias means little to nothing to planned behavior.

Why was it bias? 2 guys wanted to use the toilets without paying for a coffee which is against Starbucks policy.

Using the bathroom shouldn't result in being handcuffed. Stern looks and terrible shame, sure. Handcuffs? Look, just pretend the were white teenagers for a second and imagine how different the whole thing would have been.

Sociologist pitching in: yes, high implicit bias is not a predictor of action. But I've not seen conclusive evidence that education addressing how implicit (and explicit) bias manifest in the world - ie, in action - do not produce behaviour change over time.

My sense is the opposite: that some forms of education/learning can address how our biases and prejudices manifest in our actions. But even then, it doesn't mean our levels of implicit bias change.
