A key difference I guess is that a responsible state uses gradual escalation of coercion to collect taxes rather than sudden arbitrary violence.

But it is still escalation to violence. I realized on my own as a teenager that everything the government does, it does with a gun concealed under its coat only to be brought out if resisted, but always there.
