I would add, 'citizens then also impart the nature of the moral panic to children, creating unjustified fearfullness and increasing their childrens susceptibility to moral panics in future'.
Society 101: Media amplifies a local bad event into a nationwide moral panic. Government promises to solve the problem with costly, intrusive new powers. Citizens pay for it by giving up more resources and rights. Repeat.
