I wonder what the numbers are for the cadre of civil servants, lobbyists, advisers, consultants, etc. (positions with less visibility and accountability but arguably greater impact in the District).
IIRC, about 70% of congress are trained lawyers with J.Ds., and virtually none of them are trained scientists, engineers, or content experts on almost anything else.

18 years ago, to get a search warrant, I had the job of explaining to a Philippine judge how it was we knew from which house the ILOVEYOU virus was first released. It was not hard even if the judge had no technical background whatsoever. Just need good explaining.
