Atheists can see natural rights the same way - something everyone is born with by being born - though we would disagree how the the rights came to be. The effect is the same - rights exist regardless of government.
Yes. I'm a Darwinian agnostic, and I think rights emerged as our mental and social complexity increased over the last few million years. They're not written in the stars; they're written in our DNA. They're our innate duties to each other.
