It’s a dog whistle for looking more deeply into exactly what those terms mean in this context. Does the school define them? Are there objective measures? Are they quotas? Are violations the sole purview of an admin with an agenda?

All that said, I’d not apply to be employed at such a school. Sometimes intuitions are right.
