Of course. In theory, that's a harder problem to solve. Though choices should still be made to solve them.

I think reducing medical errors might be easier to solve than confiscating 20 million rifles, and it would reduce over 3,000 times as many deaths.

There's no real link between legal firearm ownership (especially rifles) and homicide rates. If you want to reduce mass shootings, reduce school bullying. (And you'll probably reduce stabbings, youth suicides, self-harm and a bunch of other things at the same time).
