If the government bans semi-auto rifles, how will it confiscate more than 50 million semi-auto rifles owned by American citizens as their constitutional right? This proposal isn't 'common sense gun control'. It's a trigger for outright civil war.

That's a good point. I would suggest, as a starting point, banning the sale of such weapons, and all of their accessories (magazines etc), while at the same time instituting a voluntary buyback program - with generous financial incentives to do so.

Another good question. I'd probably cull defence spending by a small amount (maybe about the cost of 10 F-35s), then add an additional small tax to all firearm purchases to cover it.
