That might be a powerful motivator for the administration and some faculty members but I doubt that the students who form mobs against those with whom they disagree would give a damn. I suppose that the administrators could expel/discipline students who suppress free speech?
Universities would have to massively increase tuition costs if they lost the overhead from federal research grants. Students would notice...

I suspect that many/most students don’t think deeply about tuition costs as their educational expenses are largely paid via loans that they avoid thinking about until they have to start repaying them. (Or by wealthy parents.)
