That might be a powerful motivator for the administration and some faculty members but I doubt that the students who form mobs against those with whom they disagree would give a damn. I suppose that the administrators could expel/discipline students who suppress free speech?

Universities would have to massively increase tuition costs if they lost the overhead from federal research grants. Students would notice...

Not sure it’s a good idea but look at how universities responded to a friendly letter from OCR concerning TIX. They immediately abandoned all principles of fairness and due process.
