No. Power granted, has to be power constrained against abuse, and an open-ended invitation is going to be abused eventually. Incremental progress is a frustrating approach but is ultimately more durable, less susceptible to commandeering/resteering/redirection from above.
I would agree if I could see any path for incremental progress for academic free speech, but I honestly don't.
