Centrist/conservative governors often have a lot of power to appoint board of regent members for state universities. Reminding governors that they should appoint pro-free speech regents would be an easy, powerful step.
There's a tough tradeoff between career advice I'd give (like here) vs. nudging the culture of science towards viewpoint diversity. I have no idea how to resolve it.

Right. It is a terrible collective action problem. We would all be better if ALL professors would speak up. But each professor who speaks up is punished for it (status hit, trouble with administration, et cetera). Hard to see a great solution.
