Don't you have to be conscientious just to get into a university? Surely the more conscientious are getting better marks, preparing for grad school/professional school etc..

Depends on the university. Two big predictors of admission are IQ and conscientiousness. But many universities are very unselective now.

From an individualism framework (which I prefer but no longer take for granted), I agree. They are using a clan-based framework, though.
