For housing affordability, aren't the deeper problems about zoning, over-regulation, NIMBYism, land use reform, and freedom of (geographical) association, rather than raw material costs?

Also we don’t have a housing shortage. Plenty of properties in less than desireable locations. If new construction goes up, perhaps reuse of those properties with existing infrastructure becomes more desireable.
