Who has the most actual power in the world today?

This is a more complex question than appears. How you define "power" is important. I'd put Putin at the top because of his proclivity for getting his hands into other nation's politics and process. His may be a small nation, but he's stirring up the whole world.

While Trump and Co. "kick against the goads" of history, the smart money has been on China to become the world-economic-leader for a long time. Putin's effect is more subtle, but does seem to be speeding up that process.
