Well, the NASA engineers seemed to think it was a genuine first step to space exploration, while the politicians thought it was American PR. I guess the politicians were right, which is sad.

The NASA engineers were mistaken. If that had been the goal, it would have been done much differently, and not in such an expensive rush. I wrote about that a year and a half ago.
