Depends if you look at power within/over their own nation, ability to project influence, or a mix of the two.

This is a more complex question than appears. How you define "power" is important. I'd put Putin at the top because of his proclivity for getting his hands into other nation's politics and process. His may be a small nation, but he's stirring up the whole world.
