Between the three big forces of 1) global trade, 2) technology, and 3) immigration, I view immigration as the least scalable, and thus, least effective way to bring large numbers of people out of poverty. It's also the easiest to moderate.

China reduced poverty primarily through reforming their institutions and engaging in global trade. Africa is currently benefiting from mobile technology for payments and communications, and showing some nice progress. Immigration just doesn't have clear successes at that scale.

The main examples are internal within countries: hundreds of millions of Chinese moving from rural agriculture to city manufacturing jobs. Can't think of any examples between countries.
