Public university budgets are completely publicly accessible, often online.

The budgets might be accessible, but we need a proper economic analysis of net income from all claimed benefits of extramural sports (e.g. alumni donations, political goodwill, publicity benefits, etc), which can't be easily calculated from public budgets
