Because university, outside of STEM (although increasingly in some STEM areas too, at undergraduate levels), is less and less about learning, and more and more about providing the "university experience" to paying customers.

Metrics, including student evaluations, often seem to be developed and maintained for the convenience of decision-makers (i.e. 'bureaucrats') to have a portfolio of reasons to select from to justify to whomever whatever it is they are going to do anyway.
