Yes, but this assumes monogamist mating norms. People don't always have to choose one or the other, e.g. in polyamory.

Great point! Aside--I think love, however universal, is a 'lovely' bonus of committed relationships (with however many partners!) Romantic relationships serve many other important functions--protection, more efficient use of resources to name the big ones.
