The point of pronatalism isn't to make babies. The point is to make future adults who can grow civilization, live good lives, and make good lives in turn.

Indeed. I actually see nothing wrong with reasonably nudging people in one or another direction. Japan could probably use a bit more pronatalism. Sudan and Somalia, probably a bit less.

The main thing is to make contraception available to everyone around the world who wants it and can't get it easily, and to provide family-friendly policies for everyone who wants kids and can't manage the heart-breaking trade-offs that they currently face.
