I think it's intentional. You can contrast how he speaks today to the 90s. Huge difference. He repeats words and phrases, says things slightly wrong, and sticks to the visual. It draws you in like a car wreck. It's persuasive.

A presidential election was decided in my country only weeks ago by the steadfast refusal of the "smart people candidate" to speak relatably. Folksiness wins. "Polite people" need to abandon the starchy wankery or face never winning anything ever again.
