Also, the mechanism by which total funding stays equal is important. Is it a voucher where everyone gets to allocate the same amount? Or is it a free market where anyone can allocate as much as they want?
I would love to see a voucher system. Federal research funding is only about $40bn/year; there are 250m adults in US; that's only $160/adult/year spent on research. We could each get a voucher for that. I suspect many would give more than that.
