Also, the mechanism by which total funding stays equal is important. Is it a voucher where everyone gets to allocate the same amount? Or is it a free market where anyone can allocate as much as they want?

There are people who claim that science would be better off without public funding for research projects. Read Terence Kealey, "The Economic Laws of Scientific Research" for details. https://www.amazon.de/Economic-Laws-Scientific-Research/dp/0312173067/ref=sr_1_3?ie=UTF8&qid=1517939685&sr=8-3&keywords=Terence+Kealey …

Well lets let the market decide - any country that adopts this model will outcompete others. Maximalist Libertarian fantasies (like maximalist egalitarian fantasies) never seem to win cultural competitions.

Unwinding cross-pollination and choreographed movements of university staff, large corporate entities, regulatory bodies, lobbyists, grant writers, Congressional staff and Executive branch agencies, I'm in. The existing infrastructure serves itself. Full stop. Destroy it.
