A viable civilization needs a shared language, a set of shared values, and a set of shared beliefs. IMHO.

Thanks for the response. I certainly agree. Do you think that if values, and beliefs are well-formed/aimed across different civs, they can coexist? Strong civs each with a coherent effective system leading to prosperity for all? (Rather than endless competition + war)

Civilizations can co-exist if they have different values/aims, as long as they have rational diplomacy and some shared interests in peace and trade.
