Twitter is mostly asynchronous, so the concept of a "silence" doesn't make sense. In the few cases of synchronous communication (e.g. a post in a thread soliciting a reply), a strategic silence will be noted (...why didn't they reply yet?).
Strategic silences are under-used in conversation, but they're utterly invisible on Twitter.
