What If the evidence showed that societies that did provide these things were happier than those that don’t. Would it change your mind? .. because the evidence is there...what do you mean when you say *should*. What meta-ethical theory are you following?
If the evidence is persuasive, citizens can be persuaded to amend the constitution to allow govt' to provide these things. Until then, it's unconstitutional and wrong.

OP said “governments”, not specifically USA, so that would only apply to constitutions that denied welfare spending. As for US laying taxes to promote general welfare has been interpreted by the Supreme Court as constitutional. See Helvering vs Davis.
