That does seem to be common, and is part of the problem. People compromise their values to vote for the less horrible party, not a good one.

Fair, but not if FPTP voting systems keep us locked in an unrepresentative two party system.

The downside to your system is that it is so decentralized it renders gov't and using it to do any good almost impossible. Exec has no power (except foreign & it probably doesn't legally)
