because you're overplaying the value of free speech. Most kids arent opening up newspapers who risk being shut down by the government
When I do class polls, of every 100 college students, only 2 or 3 have any clear idea of their free speech rights. High schools failed them.

Chilling effects, heckler's vetoes, overbreadth, vagueness, public universities being bound by
#1A, 'hate speech' is protected, etc etc.
