It's scarier to stand up to unpredictable human drivers than to a easily manipulated driving algorithm.
Driverless cars will mean that tiny groups of pedestrian protestors standing in roads can shut down any major city at any time.

Scarier than knowing with certainty that you're being photographed by the cars and the police are coming immediately? The optics are a little worse, too. Even harder to pretend the police have come to censor you when everyone knows they're just responding to signals from the cars
