What's the best way to identify and refine objective moral facts about how we should act in the world?

Hard to imagine the birth of ostensibly objective morality without at least one belief in a high power to whom people answer.
The @Effect_Altruism movement seems to do OK without having a religious basis, just by trying to minimize avoidable suffering.
