Certainly if a state allows invasion, it would be responsible for such a colossal failure of security.

And that speaks to the question I just asked on it's failure to repel invaders. Can ultimate defeat be seen as a form of complicity here?

false if the violence isn't state sanctioned. eg - outside attack by another state or domestic insurrection.
