A world where it's easy to travel across borders is the better damage-limitation system: political competition & ability to flee disasters.
Bulkhead doors make it harder for some sailors to flee disasters too. The utilitarian calculus ain't pretty either way.

In 20th cent it's pretty clear that more porous borders would've led to better outcomes re victims of Communism, Nazism, Turk genocide, etc
