A world w/o national borders or distinct cultures is like a ship w/o bulkheads: there's no damage-limitation system in case of disaster.

A world where it's easy to travel across borders is the better damage-limitation system: political competition & ability to flee disasters.

Bulkhead doors make it harder for some sailors to flee disasters too. The utilitarian calculus ain't pretty either way.
