What if it's a coordinated 'denial of HR services-to-govt' attack? Could 20% be replaced in a day? a month? 6 months?

Btw, one prob w firm bankruptcy is that firms do stop withholding taxes, but IRS is first in line as creditor. Hard for other creditors.
