You're not even close. Public opinion doesn't control policy. Opinion follows party leadership, which controls policy, too.

What influences party leadership then? They still depend on the propagandists -- journalists and academics -- to set the terms of debate.

It's different on left and right. Academics and MSM on left. Think tanks, talk radio, Fox News, Breitbart, etc. on right.

Fair enough. But the Right still goes to college, and either absorbs or reacts against the indoctrination there.
