There is a better reason than the one from the paper to avoid signaling our highest values. Our values generally exist in opposition to something. We give so much important to peace, cooperation, and fairness because we know just how far our behavior can differ from that.

An eusocial alien super-organism wouldn't consider cooperation to be a very high value because it does that so easily. Any value we signal shares that we have a high capacity for the exact opposite.
