Really? My daughter in a public high school in NYC is subjected to a heavy diet of rote memorization in her AP US History class, in fact they are cramming so many facts into her that she completely lost interest in History as a result.
AP US History tends to be quite different from most public school history classes, IIRC. Partly because students are trying to catch up on a colossal amount of factual material they should have been learning the previous 10 years.
