        Moral panics are narratives that exploit norms and taboos stored within our subconscious, evoking indignation. The indignation crosses the threshold of righteousness as the antagonist becomes possessed with evil in the eyes of the protagonist.

        Or they are just making sure people are trained for panic enough that when the real panic (them) arrive, people would just simply not care and give up. Exhaust people first and then introduce an idea - they will be too tired to even think about it, and accept it blindly.
