It’s reasonable to infer fully loaded to mean maximum legal road weight in the US, in which case it does not depend. (I answered “it depends”, wrongly I think after reading comments.)

If we're going with freight regulations in the US the maximum weight you can put on a semi is about 40 tons while the M1 Abrams weights 60.

Is the Abrams really 60? I thought it was 44 and that's what 15 more than the old Patton. The thing with the truck whatever weight it is when it's going at speed the actual weight banging down into a pot hole can be trebled.
