Not *just* training. Selection process matters. Before you give someone this much power ( literally life or death ) you need to have a rigorous selection process based on clearly defined values. This must be addressed.

While training is important, it's the filtering that matters most. You have to eliminate the thugs and the bullies and the undisciplined because (with perhaps the rare exception) no amount of training can fix that in a post-teen. Certainly not at scale.
