Not *just* training. Selection process matters. Before you give someone this much power ( literally life or death ) you need to have a rigorous selection process based on clearly defined values. This must be addressed.
How much training would you need before you got really good at safe, humane, effective crowd control under chaotic, noisy, high-stress, high-stakes conditions?

I think you either have the ability innately or you do not, with a percentage of people who will never be able to handle it, and another percentage that can learn to do so.

While training is important, it's the filtering that matters most. You have to eliminate the thugs and the bullies and the undisciplined because (with perhaps the rare exception) no amount of training can fix that in a post-teen. Certainly not at scale.
