How much training would you need before you got really good at safe, humane, effective crowd control under chaotic, noisy, high-stress, high-stakes conditions?

Not *just* training. Selection process matters. Before you give someone this much power ( literally life or death ) you need to have a rigorous selection process based on clearly defined values. This must be addressed.

Naturally low neuroticism. No history of psychological problems being especially careful about ones related to dark triad.

I think you either have the ability innately or you do not, with a percentage of people who will never be able to handle it, and another percentage that can learn to do so.

Related question, what portion of people blessed with the appropriate level of self confidence and equilibrium want anything to do with being a riot cop

Define "really good". There is no perfect. After days of relentless abuse, humans will react.

While training is important, it's the filtering that matters most. You have to eliminate the thugs and the bullies and the undisciplined because (with perhaps the rare exception) no amount of training can fix that in a post-teen. Certainly not at scale.

The amount of training would require dedicated riot control units....

Training is only one small component of what this would entail.

Results show why an "overwhelming show of force" by military can be interpreted as a sensible thing, insofar as police are clearly not properly prepared for this and police not being prepared leads to people getting the sh!t beat of them.
