Always wear button down shirts with ties.

Levels of formality: (1) tieless, no jacket; (2) tieless with sports jacket/blazer ; (3) sports jacket/blazer and tie. Even more formal: (4) non-button-up with proper suit and tie. I'm normally at levels 1 or 2.

Central America has the right idea: they decide the "Goyabera", a loose fitting, no tie shirt, is as formal as a suit and tie.
