No, the point was that even given the "lack of preparedness" (which is something very weird to say when thinking about swizterland and israel, but nevermind) it was very possible to minimize the economic damage of the pandemic if political leaders weren't mostly incapable

I would argue that we have made our political leaders incapable by consistently voting for people who are unwilling to compromise. We, the people of the US, voted in these politicians who have become so awful at leading, that we can only blame ourselves.

the price most countries are paying is linked to absurd and insane value scales shared by leaders and voters, not by any intrisic economic damage caused by covid (if not for a very small portion of the total). A pensioner dying is not economic damage.

That is highly, perhaps naively, optimistic. First example I can think of that actually having occurred was when the Netherlands actually implemented 10000 year storm levels for dyke designs, but that only happened after catastrophic failure with a high conscientious culture

Far more likely would be graft and misappropriation. Even worse, next catastrophe will likely be orthogonal to preparation.
