So far people seem to under-appreciate the dumbness of Congress and the FDA. The FDA has done so much to slow scaling up of testing. Congress could have forced up testing capacity by orders of magnitude. My guess is most people are unaware or don't understand testing's value.

In fairness, a handful of individuals in Congress raise its average IQ by 10-20 points...

I want an NPC scorecard that pops up for every politician and talking head. There are different levels of NPC. More or less advanced simulations.
