You're exaggerating. The citizenry is - and can - be informed at different levels of detail and that can be enough to have a functional democracy. Has it ever been otherwise? Or would you have people take tests before they can vote?

We could, if we wanted, transfer to a "deliberative democracy" where citizens are informed before votes. But hmmm... I wonder which side of the aisle would prevent this?

Democracy was not intended to be "direct" but representational. So indeed, the voters determine the direction, but policy implementation is done by experts. If the Corona virus showed us one thing, it is that.

If for example the said experts represent the citizens, then it can be a representative democracy. You cannot expect all citizens to be literate in all the policies of the world like a focused hive mind.

Because not every citizen can be perfectly informed on every issue down to a scientific level? Having researchers go deep into specific issues allowing reps to have broader knowledge is pretty good imo
