Utilitarian-based ethics would probably validate the point of lying to the public being a lesser of two evils. I think it undermines the proper role of the government and it doesn’t pay in the long run and in fact might push for more revolutionary changes among the public.

I think honesty might include accepting that a crisis is a crisis because suffering and tragedy is already happening. The govt does just what we do when the shit hits the fan. Some actions help, some don’t matter and some make it worse.
