In principle, yes. In practice, unelected experts have dictated almost everything since the 1930s, when propaganda, the art of manufacturing consent, was invented.

It's also the realization of Woodrow Wilson's Progressive Vision. FDR admired Wilson and implemented his ideals when he came to office in 1932. Funny, it was also during a government induced crisis which brought forward these radical changes in governance.
